3-Day Guarantee: Childcare Subsidy (CCS) Changes in 2026

The Australian Government is making early childhood education and care (ECEC) more accessible by introducing significant changes to the Child Care Subsidy (CCS) Activity Test.

What Does the 3-Day Guarantee Mean for Your Family?

If your child currently attends care for less than 3 days per week:

  • Your Childcare Subsidy entitlements will automatically increase to 3 days of subsidised care each week (or 72 hours per fortnight) for each child.
  • If your child is currently attending childcare 1 to 2 days per week, you could increase to 3 days of care per week and only pay your standard daily gap-fee (the daily out of pocket fee you pay after your CCS subsidy).

From 5 January 2026, all families eligible for CCS will receive a minimum of 3 days of subsidised care each week (or 72 hours per fortnight) for each child in childcare, regardless of their carers’ CCS activity level. This change means families could save up to $11,400* each year and it ensures every child gets the best possible start in life.

What Exactly is Changing? 
  • The CCS activity test will no longer apply for the first 72 hours of care per fortnight. This means you won’t need to prove work, study, or volunteering hours to access 3-days of subsidised care each week.
  • Families receiving over 72 hours of CCS per fortnight due to work, study or volunteer commitments will retain their existing entitlements.
  • First Nations children will get 100 hours of subsidised care per fortnight for each child.
  • Families who hold valid exemptions can still access up to 100 hours of subsidised care per fortnight.

Financial Relief for Families

You could save up to $11,400* annually for 50 weeks of care, 3 days per week

For example, Sarah and Alex have one child enrolled in childcare for 3 days per week. Their combined family income is $90,000 per year. Sarah works full-time and Alex works 8 hours per week. Previously, they were only eligible for 18 hours of subsidised care per week.

Under the 3 Day Guarantee, they will now receive 36 hours per week (72 hours per fortnight), saving them around $230 per week ($11,400 per year)*.

Research shows that children who participate in early education are better prepared for school and life. Unfortunately, those who could benefit the most are often the least likely to access care. This initiative removes financial barriers, providing cost-of-living relief and ensuring that more children can enjoy the benefits of early learning.
